Construction of the “right time” in US-Afghan peace negotiations

Timing in peace negotiations is typically viewed in terms of ripeness and readiness, a perspective evident in the US-Afghan peace talks. Much of the existing literature has focused on missed opportunities to negotiate with the Taliban, often justified by conditions deemed ripe for resolution. However, these theories have faced criticism for oversimplifying the complexity of peace processes. Neha Dwivedi adopts a critical approach to understanding timing in the US-Afghan negotiations, motivated by literature that treats time as a political construct. By examining US-Afghanistan relations since 2001, she seeks to understand how successive US presidencies constructed the “right time” to begin peace negotiations.
